The longest serving and least known of Duke's confidantes. If Duke's the spin doctor, then The Gudlif3 is the weaver at the loom that never sleeps.

He keeps the Cartel's information highways open and controls everything that goes in and out of its doors.

The head of OverTown's oldest and most powerful family...

The devisions ripping through Serum City soon splintered into OverTown and the powerful families with vested interests.

Among those, The Aldermans, stood as the oldest and most influential. The distance between the high society of Bored Apes in OverTown and the playground of the metropolis beneath it were closer than many would believe.

Blaksoot sought The Aldermans backing to balance the scales in his battle with Darkfang. The conflict continued and the Aldermans appearances became less frequent until they disappeared entirely from the public eye.

ARQ Delune

A Mutant you call when something needs disappearing...

Arq’s always been here. ​​A quiet and reliable cornerstone of the Cartel and the Duke’s most reliable fixer. If Lip collects debts, it’s Arq that cleans the evidence of them. The Mutant you call for solutions in delicate situations when something needs disappearing.

​He’s a wise and collected soul, albeit forgetful. Slow to speak but quick of wit and his discretion often makes him a confidante for secrets he doesn’t want to know. Caleb made him a special Serum to rob people of their memories, but too much exposure to it himself means he often forgets things... like where he put the bodies. He’s likely forgotten more about Serum City than most will ever know.

He deals in favours and uses them to protect his interests, but being the secret keeper can make you a trusted ally and a potential threat.

Red Hat

The voice of Bootleg Radio and Cartel Records...

A smuggling operation found a washed-up and bedraggled Red Hat on the banks of Serum City's shoreline. Too many Serums and too many wild nights had left him drained and directionless.

Taken in and put to work by the Cartel, he quickly made a name for himself across their various operations.

First proving himself on the assembly lines of Blaksoot & Co, where he met all the wrong Mutants and right players. Leveraging those connections to further his true passions, he became a cornerstone of Cartel nightlife. Red Hat's undeniable talent for entertaining the degenerate denizens as a wordsmith and musician led to opening a string of nightclubs and radio stations across Serum City.

Beneath the veneer of entertainment, he has created a direct pipeline for taking orders and facilitating deliveries for the Cartel across the city. Red Hat controls the music industry of Serum City and is always on the lookout for the next big score, in every sense of the word.

Vngrd

Cartel General & Head Of Security...

The General and Chief Enforcer for the Cartel who oversees Blaksoot's private security. Vngrd earned his stripes by getting his hands dirty—hijacking lorries, stealing goods, and cracking skulls.

One doesn’t last long in such a role without good reason. Those that test him, quickly find out why. His name carries enough authority to end any argument, and his towering presence casts a major shadow over those who stand against the Cartel.

Blunts and cigars are permanent fixtures for Vngrd, keeping him cool and collected. Those that need a disposal crew, protection for a sit-down, or gearing up for a turf war know who to call.

Mr. Weisz

Stumbled into the greatest discovery of Mutantkind...

Mr. Weisz has a gift. He sees the world differently from those around him. Looks left when others look right. A solitary and socially awkward bookworm whose curiosity about the oddities of Serum City collided him onto the trail of the Megas, and the greatest secret of Apemanity.

Too focused on the details of his work to recognise the situational danger he is constantly exposed to. Fortunately, he’s accompanied by his Hound who keeps a close watch over him.

Blaksoot’s quest to uncover his past led him to Mr. Weisz. He recognised a talent in him and funded the Expedition Guild, a foundation dedicated to deciphering the forgotten secrets of the world.

Since uncovering the Mega Runes, he has regularly been interrupted by prophetic visions.

Darkfang

An antihero who would go to great lengths to raise the station of Mutants...

If Blaksoot was scrubbed from the annals then it was as if Darkfang never existed. Whispered in saloons and on corners, his name finds good company with the discontent and seditious.

Darkfang thrives in the chaos he creates. He is unpredictable, machiavellian and hell-bent on destabilising the order of the Cartel. A master tactician who knows the opportunity fear and chaos can create in desperate times. Many would struggle to see his motives, but that doesn’t mean they don’t exist. He also wishes to lift Mutantkind, but would go to very different lengths to do so. Capitalising on the chaos of Serum Sickness, he openly challenged Blaksoot's rule. Sides were drawn.

The devotion that Blaksoot inspires in Mutants stings him as equally as the memories of being downtrodden by Apes, the powerful and the unforgiving heels of institutions. He is vengeful and would burn Serum City to the ground to see his enemies fall.

Darkfang is tied to Blaksoot’s past in some way, and he knows him intimately. Better than any. Better, even, than Blaksoot knows himself at times.

Blaksoot

Very little is truly known of his history, other than his hand is involved in every stitch of the Mutant underworld...

Very little is truly known of Blaksoot’s history, other than his hand is involved in every stitch of the Mutant underworld. His origins are a mystery even to himself and scrubbed from the archives with clinical precision. In OverTown, he saw downtrodden and divided Mutants fight for a living in an uneven world ruled by Apes. Cast out. He vowed to change their fortunes by force if necessary. Turning the neighbourhood rackets, feuding bosses and black market operations in Serum City into a single Mutant economy - he became the Capo Dei Capi.​

In Serum City, he brought purpose, order and hope to many Mutants. This place was a playground for miscreants, smugglers, exploiters and the downright devilish. There are plenty that thrived in that chaos, and many would have us return to it, but Blaksoot built a home for Mutantkind here and gave them a united voice.

His journey of self-discovery and the missing pieces of his memory will forever change him and the future of Mutants.

The Duke

Good spin doctors pull strings and sows seeds without ever being seen.

A peacock in the gutter armed with a silver tongue and sharp wit. Years of jousting in the seditious drinking dens of Serum City's underbelly made him so.

Information flows freely here, and that's the currency he uses to drive the Cartel's operations, carving out a kingdom in the gutter. He knows its alleyways better than the rats themselves, and very little moves in this place without The Duke pulling a string, lighting a fire, or whispering in an ear.

Entrusted with Blaksoot’s deepest secrets, only the Duke holds the knowledge of where he spent his months in absentia.

Sam

Almost all of the Cartel Hounds trace their lineage from Sam...

The Darley Arabian of Mutant Hounds that almost all of the Cartel Hounds can trace their lineage back to. He carries the blood of Blaksoot and enough Serum coursing through his veins to mutate everything in his immediate presence. Uncompromisingly loyal to Blaksoot, his bionic eye reveals more than what can be seen.

After a vicious and sudden attack, Sam is saved by Caleb Lockjaw. His genetic makeup and DNA prove immune to Serum Sickness and leads Caleb to experiment with him in his ongoing search for a cure under Project Serum.

The Spider

Need to hack something or find someone? Call Spider...

Need to hack something or find someone? Call Spider. This individual is so sedentary he's grown roots. His biochemical augmentations are designed to upload his very consciousness into Serum City's digital highways.

He operates his mobile fortress squeezed into the back of a van parked over a powerful cable line. The inside pulses with the light of screens and the hum of cooling fans. Programs within programs all running code. An unmanageable amount of chats bouncing between anonymous accounts.

Old takeaway cartons balanced precariously and fighting for real estate as wires climb like vines over the inside of the van. Amidst the technical chaos, a perfectly manicured Bonsai tree stands. This is Spider’s nest.

Mills

Mills, aka “the Tank,” is Vngrd’s right fist and most loyal enforcer...

Mills, aka “the Tank,” is Vngrd’s right fist and most loyal enforcer. If Vngrd’s towering frame blocks the sun, then Mills’ broad shoulders make him a literal door-man.

A distinguished vet who “forgot” to return his well-stocked armoury after leaving the forces. He now packs enough of an arsenal to cook the devil’s porridge.

Lip

He’s the one person in Serum City you don’t want to owe money to...

He’s the one person in Serum City you don’t want to owe money. A sinister and unsettling figure that drifted into town to collect on its debts. Lip has powerful backers and never needs to get his own hands dirty, but an army of suits and darkened souls that surround him are more than happy.

His skin is pulled unthinkably tight over his angular features which house a thin cut for a mouth and hollow, sunken eyes. It makes you uncomfortable and absent looking too long at this collector of debts. His very gaze is taxing. Emotion doesn’t cross his impenetrable face and you’ll find no sympathy or remorse for his actions. It's said that even the Mega Demon paid its debt to this taxman.

A shadowy operator that rides an old motorcycle, and carries a battered briefcase of unknown content. If your debt is picked up by Lip, it's probably time to leave town.

Davey Bones

People are always misplacing things in Serum City and Davey’s pockets are often where they find a home...

People are always misplacing things in Serum City and Davey’s pockets are often where they find a home. A legendary figure among the bazaars with an unrivalled ability to find and liberate rare goods.

​It’s claimed that Davey once managed to smuggle an entire building out of OverTown - one day it was there, the next it wasn't.

​A powerful figure in the wider criminal underworld whose services are there for a price. His trade through OverTown’s Dockyards offered some of the first big scoops for the Cartel. It was Davey that turned a rising outfit into a criminal enterprise.

​He knows the rat runs through every hidden twitten, canal and winter river in Serum City. Pirates, smugglers, knockers boys and fences all consider Davey the unofficial king among its waterways.

​Those routes that have long since disappeared from the maps - that many want to stay forgotten - live almost exclusively in Davey’s head.

​His long distance trading lines take him to distant ports, but sometimes the things Davey brings back are better off not being found.

A bedtime story to scare young Mutants. A monster from under Serum City that rises with the witching hours to snatch them for his fusing experiments...

​Even the tallest tales have seeds of truth, and those old enough to have lived in OverTown will remember Caleb Lockjaw. The renowned scientist that disgraced himself.

​Stumbling upon a discovery as he researched the root of his wife’s deteriorating health. A discovery that showed long-term consumption and exposure to Serum was causing a sickness in Mutants.

​He brought the news to his old friend Blaksoot, who equipped him with a private laboratory and dedicated team under the name Project Serum. This was just the beginning...

​Caleb's story is a tragic tale that runs to the heart of Serum Sickness, the birth of the Mutant Hounds, Fusion and the battle for Serum City.
